GIS, Collector Apps and Citizen Science

I'm looking forward to the possibility of collaborating on a computer science project to develop an app that would spatially reference and collect data in the field.

Some examples of similar tools that allow this include:

1) ArcGIS Collector: http://www.esri.com/products/collector-for-arcgis
This is a proprietary tool for collecting information, which I also saw a demo for at the NJ DEP GIS Poster Contest, 2016.
2) JellyWatch: http://jellywatch.org/
This citizen science site permits collecting and displaying of information on jelly sightings.

Examples of city and state government using similar tools in practice include:
NJDEP - citizen app for documenting illegal dumping - http://www.stopdumping.nj.gov/
